I don't think this is a jpeg issue, I think it's scaling.

Opera_961_en_Setup.exe
This is a 7-zip SFX file.  Unzip with 7-zip
Opera Installer.exe
This is an InstallShield / MSI installer
Use ORCA to export all tables
This image is named Binary\NewBinary20.ibd

check the header - it starts with BM, not the JPEG/JFIF header.  I might be
wrong and ORCA exports everything as BMP regardless, but I'm pretty sure it's a
bitmap.

The screenshot shows a different sized image with serious scaling artifacts. 
If you look at the banding, it looks like the colors have been reduced as well.

I think this should be listed as a general MSI image display bug, unless ros
PAINT also displays this file with problems.
