This means you don't have the kqemu acceleration layer (a service, it could be
stopped or missing). QEMU is the slowest virtualization suite, please use
VirtualBox or VMWare server (both of them are free and bloody faster than qemu)

Not exactly, please try another virtualization software.
You're using 0.3.10, that's old, try the latest build from:
http://www.reactos.org/getbuilds
