This is how I set it up. I first downloaded ReactOS 0.3.1 Live CD. I then copied all the files from the CD to the USB drive. Make sure the [operating system] section of Freeldr.sys is set to boot from the first HDD. You will see why soon. Set your BIOS to emulate the pendrive as a hard drive. (It may automatically do this, PheonixBIOS, I know, does.) Set the pen drive as your main hard drive. Set the hard drive as the first boot option. ReactOS is not good at USB, so this is the only way this can run off USB to my knowledge.
