.NET Framework Porting

When we can see the porting of .NET Framework to ReactOS. Plenty of option though - Mono, Gnu's Portable.NET and a fresh PAL(platform adaptation layer) of SSCLI from Microsoft which is already ported to FreeBSD.

Someone has to do it first. Mono doesn't map properly to the correct APIs on their Windows version to begin with, yet it's one of the more complete projects. So we don't need any porting since technically the normal .NET and Mono Windows versions will eventually install on ReactOS. Unless we specifically want a full and proper implementation, but again, no one on the dev team is likely to take that up for a long time if ever.
