This might be a good fit for ReactOS. The manufacturer says that their product is 32 bit and comparable with WindowsXP and CE, but ships with DOS.

I do not believe that ReactOS runs on any 486 regardless of speed due to missing essential instructions

If it really allows to run XP, then it's at least a 586 though. There was quite some decompile needed to run XP on a 486.

ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.

Legacy systems need stable, low-power CPUs, and ReactOS could be a great fit for that niche.
