1. What is current state of 64 bit ReactOS?
All I found about is
in here.
Does ROS-64bits normally boot up, work?..
2. How to build it?
Ordinary RosBE-1.5.1 complains on conflicting integer types, before that charch complains on absent files.
3. Who is(are) the master(s) in this theme?

1. No bootup, not working yet.
2. Load RosBE AMD64 Addon from sourceforge or from the link in our Build Section in the Wiki.
3. tkreuzer
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.

Regarding amd64-building:

Do you mean this link:
https://sourceforge.net/projects/reacto ... amd64/1.3/ ?
But RosBE 1.3 should be old enough to build almost nothing...
or from the link in our Build Section in the Wiki.
And this:
Building_MINGW-w64 guide on building the builder?
Has anybody it in already built form?

Right now the best thing for ReactOS developers to focus on is a feature /code complete 32bit OS. Then work on 64bit.

I don't entirely agree. The 64 bit port unbid many bugs, so a parallel porting is a nice idea.
