how do i submit wallpaper, icon, ect

I have wallpaper to show and icons i have found . How do i add them when i post a topic??

Host em via Image hoster, like imageshack and use the forum link it provides you. Done ;-)
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes
