How can a help translate?

hello,

I am citizen of Hong Kong SAR.

I want to help translate the Chinese (Traditional) language of both the site and the OS, but i am can't find the way in the document of the site,
please can anyone tell me what should I do? Thanks.

by the way, I am a local person, I may understand the Traditonal Chinese which was used in HK and Taiwan, so if there are no any Taiwanses friend(s) here, maybe I can help to translate it directly but not using the translation engine on the web.

Web translations are handled by handled by the web team, who can be reached on Freenode IRC, channel #reactos.
