The FAQ says it is for embedded systems. It is a better suggestion than I did for USB which turned out to be drivers. :(

It is a general USB framework. I passed it to Fireball and he said he`ll lurk moar. Thanks for posting.

I sent it to Fireball. He will look at it. Thx for the find.
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.
