XFCE might fit.... although from my experience they should all be avoided... they dont give the windows feel, tbh you might as well just build from the group up. An explorer needs to light an funtional, but also attractive so things like Fluxbox wouldn't fit either... ICEVM is quite light and can be made to look cool.
I think GNU Chess and WinBoard should probably be considered for inclusion in ReactOS, however the programs don't yet work right in ROS (neither 0.3.4 or the latest SVN). It's all GPL; though it should be noted that later versions of WinBoard have the source code included with XBoard (http://ftp.gnu.org/gnu/xboard/), which is why you don't see source for the latest ones in the winboard directory.
A good chess game wouldn't be a bad idea for ReactOS; it's an age-old game, I'm sure you know it. Literally, generation after generation have enjoyed this game; anybody from single-digit years to three-digit years play it. I'm sorry if this isn't enough rationale for inclusion (when the program actually works on ReactOS, of course)

There is still the problem with the ReactOS partition software.
It is a bit buggy and shows sometimes very huge numbers(also other bugs).
The partitioning software could be also used outside of usetup,like on the Live-CD.
As this is not an complaining-only thread, i suggest using parts of a GPL software.
On linux i had best experience with gparted,but it is for Linux.
This partition program can also format,resize and move some common FS types.

It would be a good idea to partition your HDD with the live-cd and a step to the
installable livecd that was talked about years ago,a live system could also
install in an USB stick,if the kernel or drivers are finally fixed.

Wordpad = AbiWord
PDF Viewer = Evince
Notepad = Notepad2
Paint = KolourPaint (It is for Linux but maybe it can be compiled for Windows)
Browser = K-Meleon (with Windows Theme and re-arranged icons.)

Read the first post. Save for K-Meleon, none of the other suggestions pass the requirement of being written using the Windows API.

Yes, but this apps are for users, not for programmers, if anyone want to use a good Wordpad alternative and Abiword is a good option but is based on GTK+, who cares? Anyways, i think ReactOS will be a good way to separate the people not only to the expensive Microsoft OS but programs too. If any user double-clicked an icon doesn't care if behind that icon are GTK+ libraries running.
