I am using Dev-Cpp (because of the great package manager) with
- gcc-core 3.4.5-20060117-1
- gcc-g++ 3.4.5-20060117-1
- binutils 2.16.91-20060119-1
- MinGW runtime 3.9
- GNU make 3.80.0-3
- NASM 0.98.39

That works fine.
Interesting. Is there a guide on how to set up Dev-C++ to compile the ReactOS sources? I use Dev-C++ all the time and would love to use it with the ReactOS sources but I'm not really an expert when it comes to configuring compilers, make-files etc...
