The Windows version of it is called the page file. Already there.

they are not linux and not swap. it's a partition used to throw there process pages, when RAM becomes scarce. so it's not swapping. swapping an entire working set of one process to another one's was a unixy thing in 70ths, hence the name. what is now, would be more correctly called backing storage, and as dark said Windows and Reactos have page file for this. the process is called paging in and paging out - more correct, actually. and honestly, I am not sure it's implemented yet in ROS, but I could very much be wrong.
as of using file vs. partition for paging - in my opinion, using partition is worse, since is much less flexible. and the optimization (avoiding FS) is rather imaginable.

You are very right. We have a pagefile, but it's not in a working state right now.
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.
