Maybe it works, did not test it yet. Why should it corrupt the registry?
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.

Hmmmm. I need to try this. Is there someway I could get NTDVM to a prompt and to a location like C:\WIN?Is it possible to run the Windows 3.11 installer in ntvdm and then run Windows 3.11 in ntvdm, or would it screw the registry up?

Messing around with XP's DXDIAG in ReaactOS:
Server 2003 Setting:
