Keyboard layout bug - which file I must fix?

Hello! I have found a bug in some keyboard layout. It's a latvian keyboard layout. Normally, to type some non-latin symbol in latvian, people need to press first apostrophe, then a latin symbol that looks closest to required symbol. In ReactOS, this combination gives totally wrong symbol. For example, pressing apostrofe and "a" gives symbol that normally would appear when pressing apostrofe and "k". I think I can fix it, but I don't know where keyboard layout sources are located in source tree.
