I want to know something: the official builds that can be found in the Downloads page, are they using by default the Arwinss implementation, or the original, more windows-compatible (but incomplete), implementation?
I suppose it's the second one... Am I right?

Yes. You are right. Arwinss is a branch
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes
