Is there any guide on how to properly translate and apply this translations to the OS and website?

There's the development guide subsection and there's a section regarding translation in the wiki homepage.

I'll also respond to your post from another thread so that you have it all in one place:

This should help you a lot getting the ROS source on your computer and also with creating patches:

I'm make build Thai language. But, the system show te bo symbols.

Then why not support them?
Just think of ReactOS as the XP beta, Whistler.

When finished, ReactOS will have full language and locale support built-in(unlike Windows which serves this optionally). Remember it is hard to develop a correctly working complex script handling.
-uses Ubuntu+GNOME 3 GNU/Linux
-likes Free (as in freedom) and Open Source Detergents
-favors open source of Windows 10 under GPL2
