If you only want to change the wallpaper, then have a read of A layman's guide - Making wallpaper available in an ISO image.
But you will need to compile your own ISO from the source.

Please keep the Windows classic 9x/2000 look and feel.
The layman's guides - debugging - bug reporting - compiling - ISO remaster.
They may help you with a problem, so do have a look at them.

This file (next to others) : https://github.com/reactos/reactos/blob ... ivedef.inf
Creates the registry entries when installing ROS.
There is also a section for desktop settings, where you can edit/add lines according to what you want to have.

Just copy your image (correct res) into the Wallpapers folder (I think it's C/ReactOS/Web/Wallpapers). I have a selection of 1280×1024 images in all my computers (XP, 7, ReactOS) to choose from. This was 0.4.12 loaded for internet use.
