I think this is a regression (I lack of the neccessary time to do regtest by the moment) but when you open a executable file (.exe) by explorer, or cmd, and after execution you attempt to delete it, simply you cannot.
Seems like even the process is killed, the file handle is not released properly, and keeps hold by the system, a proof is the fact that after rebooting the file is again able to be deleted.
I want to confirm this with other testers before I open a bug report.
