You received the message "NPPTools.dll not found" when trying to start an application that relies on WinPcap (already installed) because ReactOS does not yet have a NPPTools.dll file. This file is part of Windows NT, Windows 2000, Windows XP, and Windows 2003. (Microsoft removed that file from Windows Vista and its successors.)
This has been reported in the JIRA bugtracker as issue CORE-8789.

I tried installing the latest version of WinPcap, WinPcap_4_1_3.exe on ReactOS r65205 and this Stop message appeared:
ERROR_BAD_EXE_FORMAT - a:\WinPcap_4_1_3.exe is not a valid Win32 application.
It did appear to install on my PC running Windows XP Home Edition without problems.
This has been reported in the JIRA bugtracker as issue CORE-8791.

Thank you for calling attention to these problems. I hope they will be resolved soon but I can make no promises.
Next time, please name the ReactOS release or revision and the application that did not work as expected.

Thank you for catching that. I see you also put a link to the WinPcap 4.1.3 download site in a comment to the bug report.

Wine sync master Amine Khaldi imported Wine's stub implementation of NPPTools.dll and committed it in r65358. This closes CORE-8789. Such quick service!

Perhaps lazna can try the latest Daily Build of ReactOS and let us know the result.
