You need to "Burn" the ISO image, not just copy the file to the disk.
You can't really dual boot ReactOS at the moment, and partitioning makes no difference as it only installs to the first partition.
You sound like you want to install on real hardware. DON'T. ReactOS is not [EDIT: in its current state] suitable for real hardware.
Use a virtual machine like VirtualBox, VMWare or QEMU.
