They burn and ship Linux and BSD CDs; yes, R.I.N.L. but I wonder if they'd handle ReactOS anyway. There are many of these little operations scattered around the web. This particular outfit charges $3.95 US for a single CD distro plus $2.95 US for shipping within the US or free shipping for orders over $20 US. Best of all, for those in the U.S., they ship via USPS, which means your order appears in your (physical) mailbox one day and you don't have to play tag with Mr. UPS. I used one of these services a while back for a multi-CD distro and was pleased.
The benefit to ReactOS is that if we're going to have CD distros, they would handle the grunt work of order handling (including dealing with credit card companies, PayPal, etc.), the physical burning, packing and shipping of CDs (which can include dealing with USPS as well as international orders), returns, complaints, all that kind of stuff. They would probably want a banner and a link on the ReactOS page, but I don't see that as an obstacle at all. They have a banner on distrowatch.com (http://distrowatch.com/).
