questionable feature in 0.3 svn build

In the settings menu > display >screensaver theres an option to password protect when the screensaver is turned off, that's going to be used more by people who want to screw up your computer so you can't use it, reactos is much more likely to be used in a home envorment and not an office which usualy already has software to do this.(windows XP only makes this slightly harder, but doing this to someon esles computer in reactos is far too easy if this feature is finished)

No it's not. It is as much a Windows 2000 or Windows XP clone as a Windows NT clone.

Generally, when people refer to "Windows NT" they refer to NT4. I'm trying very hard to stamp out the misconception that we're only aiming for NT4 compatibility (I'm getting a bit tired of the question why we're targeting a 9-year old OS). If you meant "the Windows NT family of operating systems" then please just disregard my previous post.
