I think their description is quite misleading
ReactOS is an operating system designed to be compatible with Microsoft Windows software. The project started in 1998 and today it can run many Windows programs well. The ReactOS kernel has been written from scratch but the OS makes use of Wine to be able to run Windows applications.
"many" would be a very positive assumption :D , and I don't think there is much of Wine code in ROS, let alone "use" it to run software, but otherwise it is a good news indeed.

It's a way to say that ROS uses some WINE code (mostly higher-level stuff). I guess it would have complicated the article too much if they had gone into more detail :)
