I thought ReactOS will implement all Wine's functionality in the future (who did say here that ROS will have all Wine's dlls?).

I have a good small win-16 3D program Lathe and I also know place on the net where there are many good progs packed with a Win-16 self-extracting archive (the creators thought that packing with this archivator would be better for compatibility as they can be extracted by Win9x, Win3.x and OS/2 users).

Sorry Nixer that is not a for sure thing.

If reactos don't get developers to build the win16 layer they might be just left out completely.

Reactos goals do not say that it will ever copy all Wine's functionality. Its main goal is a 32 bit better NT designed OS.

Note early NT did not run 16 bit code either.

Yes, windows PE also does not, and 64-bit windows as well. But 16-bit compatibility is a part of Windows' functionality (optional though).

Suggestion. Use DOsBox with Windows 3.1 until someone makes a 16 Bit Subsystem.
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes
