wine loader does not work under XP or Reactos.
Lot of wine parts build for XP. Really when ros gets more stable someone might have a crack and the win16 subsystem. Things like vxd emulation wine its self only supports some vxd files. Its really selective on what ones work.
Full compabilty is going back to scrach.
Haos most peformance issues in VM are being handled. Lot of virtio ie paraviritualisation for key drivers.

There was once win32s.It gained 32-bit software support for win 3.1.
This worked with a VXD driver that gave some of NT functionality and
a subset(there comes the s from) of the win NT libraries which mostly
called the 16-bit functions with thunking.The programs had to be
relocatable binaries and that is the problem because most compilers
default to no relocation.In the August 1993 Release of windows 4.00
(later windows 95) the win32s code was enhanced with commandline
support, a few things more and was called win32c.

I was actually wanting to do this myself. With SourceForge, it would be easy to start a project like that. Once it was complete, the files could be merged with ReactOS and then the project would just kind of die, since no one wants an OS without Win32 support.
If i was going to do this, i would need a lot of help (and i would need to learn how to program). Hopefully when the devs of ROS have time, they could help me develope it. Let me know if this is a good idea at fdwboy@gmail.com

You might want to use FreeDOS as your starting point, and the ReactOS page on Wikipedia has a See Also link that points to something called HX DOS Extender, which might also be of interest to you.
