chkdsk is have some work on time to time. but it does not check a filesystem yet.

defrag
I do not known if some is working on it or have work on it

scandisk is for dos/win9x and does not exists in nt/2000/xp/2003
it is replace by chkdsk, chkdsk are simluare to scandisk.

"little" (beta) news:
FreeDOS defrag is a project to recreate all of the features of the traditional defrag program. But it will go very much beyond the posibilities of the commercial product.

It will support FAT12, FAT16 and FAT32 and will leave your long file names intact. Which means that it will still be a great utility for people using old versions of windows, like win95 or win98.
Official website

CVS (source & binaries)

I think this project developer shoud be informed/involved...

it's preferable via SVN, but you can get it from here http://svn.reactos.org/viewcvs/reactos/trunk/rosapps/
