a. Possibly, testing is often performed on Windows.
b. Probably not - but possibly.
Basically, you need to try it yourself as no-one here will have been developing with that outcome in mind.
If you join Mattermost where the devs normally reside, then you may obtain a more direct response.

if you have a copy of Windows Server 2003 It may work with this version
