COM, IDL, mingw, C++, & reactos. Can I program COM for/on ROS? If so, will something compiled with mingw run correctly in windows? Or can you point me in the right dirrection to get my answers. My search of the forums seems to be coming up a dud (lots other words with COM in them).

We use the COM infrastructure written for Wine (www.winehq.org), so yes.

MinGW is primarily designed as a Windows compiler, so the answer is obviously yes again. It doesn't include IDL compiler though, so you can either use MIDL from PSDK (and modify the output to be accepted by GCC) or use WIDL from either ReactOS or Wine.
