According to Wikipedia:
Wine barred several inactive developers from providing contributions and formal high level cooperation between the two projects remained difficult as of 2006.

Is it allowed to look at the ReactOS source for function definitions, for

Doesn't ReactOS use the GPL instead of LGPL? That might be
incompatible since it's one-way compatibility (i.e. LGPL->GPL is
allowed but not vice-versa). I don't know with certainty, but you
should definitely ask someone knowledgeable (ReactOS devs?).

It's better to avoid looking at it. Some of the information was derived
using methods that are not considered safe for Wine.

For the case of function prototypes, would it be acceptable for a second
person to document it, so that the Gijs stays clean? E.g. if bug reporter
copy/pastes the declaration in the bug report without the implementation?

I know that ReactOS devs have contributed to WINE on several occasions, but I cannot speak to whether or not WINE devs ever look at ReactOS code or contribute to the project directly.

From what I have observed, there is co-operation between ReactOS and Wine; there is even a Wine developer with an account here at reactos.org, but is it frictionless, possibly not.

Others that are more informed than I am, should be able to give you a more accurate view of the situation.
Please keep the Windows classic 9x/2000 look and feel.
The layman's guides - debugging - bug reporting - compiling - ISO remaster.
They may help you with a problem, so do have a look at them.
