RAPPS forked out

I think the RAPPS should be forked out from Reactos as a package manager.

Sooner or later it will be meaningless as a software that has only ReactOS compatible apps.

Splitting it off may widen it's audience and indirectly contribute that it develops faster > it can still be part of the ReactOs project.

It would really be nice to have it as a package manager generally > be usable trough command line.

it could be a nice alternative to:
https://chocolatey.org/products#foss

or it could be just a frontend for it.

Eventually, yes. As the compatibility level increases up to 100%, there may not be need fore a store for compatible apps. Yet, there is a long way there and having tested apps in a common place is a good use case for RAPPS. However, I can see your point and it would be useful program on any Windows. The issue is that it requires a whole packaging ecosystem to compete with either chocolatey (it has already a GUI BTW) or scoop. Also, there's WinGet on the way.

Therefore, having the scope limited is more accurate in this specific use case for ReactOS community. Still, you are free to fork it and start developing by sticking to your plan. It's open source and you can use it.

RAPPS primarily serves for Add and Remove Programs in Windows XP. Ability to download FOSS is its bonus.

You can already edit it more or less standalone in the ReactOS repository:
If you configure for visual studio, there will be a rapps.sln file generated that contains enough to build / debug it in the tree:
