Yes and no. You wouldn't likely kill it, and the project tries to stay US compliant. The copyright laws are tougher here to an extent, but the project doesn't violate them. I think there was once a US branch of ReactOS. But then online laws like GDPR are stricter than the US equivalents.

if you are concerned about privacy, then moving to the USA is the worst move you can make.

I live in the USA, own a domain, and haven't gotten in legal trouble yet. Oh, and don't forget the internet facing Minecraft server. The server's private though.
