Do ReactOS Team and Community guarantee that ReactOS development will continue developing the next years
as fast as this year 2016, or even faster?

(Considering 1 new version released every 3 months now).

Perhaps "guarantee" is too strong a term. A year ago the ReactOS project team made a decision to attempt a release tempo of once every three months. So far this has been achieved. There appears to be no obstacle in the coming year that would prevent continuing the every-three-months release tempo. However, the ReactOS project depends on the free will of volunteers and the kindness of donors; therefore the project can make no guarantees.

But al least in the next year 2017, new versions will be released every 3months, for now.

It's planned, so it might be that case or not. There is NO guarantee and asking for deadline is a reason for captital punishment amongst devs...
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.
