I cast all of my non-votes for keeping the CD cover the same for all 0.3.x versions, except for necessary updates and corrections of the version number and other text.

Apparently the book than is estimated by its cover so that at the moment it is so important if the system firmly halted both legs and the next expected issue will not be released this year.

I think he wants to say 'apparently it's deemed more important to be busy with trivial things like the cover than to actually make sure a decent OS is delivered still this year.'

Something to that effect, me thinks.

I actually agree with that statement.
What statement, precisely?

Mine, in demonstrating what I think he wants to say?
His, in saying it is so?
Or, in effect, do you agree with the actual content?

To be fair, while I would agree with the general statement that time spend on coding could be considered more important than searching for a cover, I do not think that issue is of relevance here.

It's highly unlikely all the work/talk for a cover is being done at the detriment of any coding. He/we are not devs, after all. Therefore, I see it as a community(-member) effort, and frankly, he has my blessing. Far from me to claim it is not appreciated or such low priority it doesn't even deserve any response. There is lil use in getting frustrated, because "getting the 0.4 out this year" and this issue of the cover, are totally unrelated.

I can provide my "alpha-stage" php code (GPLd, of course) to generate PDF cover dynamically (using FPDF class), if needed.
It allows to obtain automatically updated and localized covers "on-the-fly".

It would get all the version information and make a cover based on that info?

That looks good :) Could you also upload the "source" files so that the cover can be updated for any newer release?

Of course it's very raw and needs some more work to become more functional, but it could be DEFINITIVE.
