That looks very good. I am sure that theme-ing is one of the major areas that will allow ReactOS to outshine Windows.

Unless the team is massively slipping since I went on sabbatical, they would never openly suggest that a release was imminent. Especially not something of the magnitude of 0.4.0. And especially since at least one of the major goals for it remains unfulfilled.

As he said, 0.4.0 discussions and artificial release times are of no use at all. 0.4.0 will be released then all blockers are done, so if you wanna see current status I suggest Jira and check the open bugs called critical and blocker.
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.
