yes there are other tools for Linux that is similar to Rufus but a bit more information for what you are trying to do will help

Well, there is Rufus for Windows.
Skillset: VMS,DOS,Windows Sysadmin from 1985, fault-tolerance, VaxCluster, Alpha,Sparc. DCL,QB,VBDOS- VB6,.NET, PHP,NODE.JS, Graphic Design, Project Manager, CMS, Quad Electronics. classic cars & m'bikes. Artist in water & oils. Historian.

Linux Mint/Mate since at least Tricia 19.x has a USB writer and USB formatter that installs with the OS. Gone are the days of using dd and utilities that only write Linux and other *nix OSs. The writer works just like and just a well as Rufus, my "GoTo" writer for the rare times I am using Windows. Even writes an ISO to a hard/SS drive through a USB adaptor, which Rufus will not. At least the versions I have experience with won't.
More of the many reasons I just love Mint/Mate.

Rufus and balenaEtcher have Windows version, try them, but I don't know if they work on ReactOS yet.

Yes and no. There are similar tools for Linux Baste OS's, but they are not a one-to-one replacement for Rufus.. I do not recommend BalenaEtcher for privacy reasons

That was the question all the time. What Rufus feature does the OP need? Getting an image onto an USB stick? See Aeneas's reply. Sure, there are several ways Rufus allows to select, but one is DD.
