Vectorian Giotto is a free clone of Adobe Flash, of course, with more limited features, but for creating swf animations simples it's fine.
This application ran without problems on Windows XP and I see that now with the bootcd-0.4.15-dev-6739-gff3dadf edition of Reactos it already seems to work without problems (except for some small graphical details, until some time ago the system handled it very poorly the graphics and it was impossible to work with).
I attach a video / screenshot of evidence that it is working, it is version 3.0, the project website no longer exists (I couldn't find it anywhere), I kept the installer and with it I have been testing in Reactos.

THAT is a good one. Can ReactOS play the resulting SWF with an XP period Adobe player?

The truth is I haven't done the test, it would be interesting to try.
I inserted the resulting swf years ago (before flash stopped working in browsers) in Internet Explorer and other browsers of the time and they worked well, but I'm going to try Reactos and tell you.

I have created a very simple animation in Vectorian Giotto and exported to swf format, I am using Reactos 0.4.15-dev-6761-ge0545da-x86, I installed Flash player 32 which is in their tested applications database. To my surprise the animation worked perfectly.

Then I tried with Firefox 48 and installing the Flash player 29 plugin for web browsers (Reactos db applications), in Firefox 48 I start an HTML file that has the embed tag to load the swf file inside the web document, it works but the animation is outside the document (flying about the browser).

I also tried with Firefox 28 and the Flash plugin, it takes a long time to start the HTML file with the embed tag, but to my surprise the animation is in place, unlike Firefox 48.

Regarding Firefox 48, I don't know if the misplaced animation error is related to this error https://jira.reactos.org/browse/CORE-17678 or should I raise a new ticket?

Hello everyone: when I had Windows 98 on my PC I had this free game (????? It came as a gift on a CD along with a magazine that we bought in those years). Well, the fact is that I found it on an abandonware games website and I tested it on Windows 11 and incredibly it works perfectly.
I also decided to try it in Reactos and wow! It works, including the audio. It's a very simple game called "Odentodo" and consists in fishing and accumulating as many points as possible before time runs out.

ReactOS now works on my computer with a USB Keyboard and mouse - I was able to install it via the setup under fat32 and then it loaded as a normal operating system though network wasn't able to detect for some reason I tried the Intel ethernet adapter driver utility but it wouldn't find the network nor install the driver but overall its an improvement and the setup didn't crash on my USB drive or go to BSOD. This was real hardware by the way.
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes

using the GOG Direct3D wrapper default install the game starts but you can not click any of the menu items
using the Direct3D wrapper from the Patch Project you can click the menu items but the campaign menu is flashing

you need to copy msvcp60.dll from Microsoft visual c++ 6 redistributable do not install it to the system folder use 7zip to extract the runtime and copy the copy msvcp60.dll to the Star Trek: Armada II folder
