Well, some guys somehow manage to get through the approval, no clue how. Most of em are only visible to mods with a Approve/Disapprove button though.

ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.

Yes, unwarranted or superficial accolades about the current site or the thread topic, followed by a hyperlink, is clearly spam.

Well if he is a spammer, then he has been spamming Off Topic for years without a ban, to my knowledge.

It is the post below that one that is spam; seeviewtopic.php?f=13&t=16417&p=134498#p134498
Please keep the Windows classic 9x/2000 look and feel.
The layman's guides - debugging - bug reporting - compiling - ISO remaster.
They may help you with a problem, so do have a look at them.

It's not spam but it's advertising and is a little disturbing too.

The post I was referring to, was from yesterday, which has now been removed, for being advertising spam.
