[*] Half a year ago Iceland declared that it adopted a similar attitude. I suppose in the meantime I could have missed out other governmental institutions out there that might had done the same.

What I can add here (since I am a French developer for ReactOS), is that ReactOS seems to be very very little known here in France. For instance look at the French developer team : we are less than seven, iirc, and almost all computer students know unix/linux, windows, etc..., etc... but not THE open-source alternative to windows.

We don't have the resources to be hiring other devs. The contracts that are being considered/granted are to existing ROS devs. We would welcome ex-employees, except I think MS may have some contractual non-compete clauses that hang around after termination.
