These files with another name are already there and are marked with a _vista behind their name. These ONLY contain the new exports though and not all of them. That DLL is part of the Windows Smart Card API. It is in ROS, yes, but it should only complain if the software you are tinkering with needs it. It is not much more than a bunch of stubbed out functions to make apps happy, but without any features readily done in it. What are you trying to do?

If drivers are not open source you need a widespread BINARY compatibility again. The source of open source apps normally is made for Linux in mind and then sometimes there comes a windows port, too. There is more than one reason for that. Of course it's easier to get some windows source code to build and run on whatever you call your host os. Especially if this is limited to user mode stuff, too. But what is the benefit of this? Even Wine on Linux is of more use to the normal PC user than this ...
