ReactOS has known issues with filesystems. If you created the FAT partition with the ReactOS installer, then I'm not too surprised it messed up. Generally I've used a Windows XP installer cd to format into FAT32. Not only installer creates messed filesystem, but ReactOS itself mess up already exist...
Tested with 0.3.0-rc1 and trunk, both on PC and in emulator. After rebooting, I check filesystem with FreeBSD fsck and it reports: ... ReactOS/SYSTEM32/CONFIG/SYSTEM.LOG has too many clusters allocated ... Free space in FSInfo block (NNNNNN) not correct (NNNNNN) ... Next free cluster in FSInfo block...

It's possible to boot ReactOS.iso (bootcd) image in emulator (e.g. QEMU) and install ReactOS to disk partition.axus wrote:How I can to install ReactOS without CD-ROM?
