Detect bullying? That is strangely specific. Might want to back up and look at the bigger problem - you can't solve "people" problems using technology. They should be ashamed of themselves. The internet gets a little worse every day. You already can't even browse to "trusted" web sites without an active virus scanner and less than five second old browser version. With the crapware like this, you pretty much have to do everything in a disposable VM ...

The key ReactOS has is for driver signing, and can not be used to sign an arbitrary bootloader. The old CompatDB made it really easy for users to make submissions, was much simpler than editing a Wiki page, and more organized than a forum. The main problem with the old CompatDB though was there was no way for administrators to remove crap.
