I voted, OS/2 has always sounded cool but I have never used it (I don't think I even have seen any screen shots).

HTML isn't the best suited for user interfaces, plus they will need to know loads of obscure links. And why are you making a customizeable control panel? It seems rather useless.

KDE already runs on Windows in CygWin (they are working on making it not dependant on X11), and I belive there was a GNOME port, but it was very out of date.

LGPLs main difference from GPL is that non open source (non GPL/LGPL/etc), can not link against it (like it can't be used as a library).
