The normal resolutions are between 16 and 48px, for colors between 2 and 24bit with alpha channel, for transparency, and one bit for reverse color.
Since Vista, there is the add of PNG in the icon.
In the official Windows icon, there is only 256x256px for PNG.

It's come from a theme made for Linux Mint, it's on GPL licence.

Yes, ico and png have Alpha channel, but gif, cur and ani too.

ani : format for animated cursor.
cur : cursor format compatible with ico, if I am not mistaken.

Well, here's the thing. Until the devs support 1080 by 1080 icons or larger, they will have an amount if crapiness to them. However, the icons will have 3840 by 3840 for future scalability.
