Pretty sure it's just Alex that wants the 'perfect' copy, worts and all. Most of the other devs seem more interested in seeing if it's possible to improve upon the implementation while still retaining compatibility.

The situation for ReactOS is the same as with the Linux kernel, Linux contributors are not required to sign over copyright of their work to some central entity. It's also why the Linux kernel itself would be effectively impossible to relicense as GPLv3 since, good luck tracking down and getting agre...

It would be incorrect to suggest that ReactOS' core is GPLv2+. There are significant parts of it that are GPLv2 only (or are actually BSD) and any attempt to try to relicense it as GPLv3 would face considerable opposition from the developers. No. 0.4.0 was branched about two months ago. While it has seen fixes merged in none of those fixes would have been of such a nature as to impact hardware compatibility.

I am struggling to understand how exactly the getbuilds page is difficult to use. It tells you outright what the latest revision is, it defaults to the latest revision, and it has a collection of links to built images, all by default. What is the difficulty?

A conscious decision was made to remove basically all of the 'technical' information from the main website and shove it all onto the wiki. This is why if you look at pages like installing-reactos or building-reactos you get a text blurb that gives you a few basic pieces of information but it doesn't...

Note that while there is now an RC2, it's primarily there for sanity-checking the recent merges. We will not be requesting another round of intensive testing at this point.

Assuming I'm remembering this correctly, the COM0 serial port is interacting with the rest of the system via ACPI. That's the root of the problem, ACPI is an overcomplicated and extremely brittle system. So it's not so much Windows having a bad day, it's ACPI getting borked which will bring anything...
