WINE is just an API layer, the kernel is the one doing the work, and that doesn't currently support any version of WinAPI past Server 2003, so it wouldn't really do anything.

Haiku and ReactOS aren't even comparable, what are these people going on about? They're two entirely different architectures and completely incompatible.

That was part of the old explorer.exe which was generally buggy, incomplete and just a temporary solution to a window manager. It was replaced by the current explorer.exe which was a total rewrite to accurately and loyally reflect Windows Server 2003's explorer.exe.
