It seems counter-productive to try and make Samba work via cygwin. The goal should be to have it work without cygwin and, ideally, without relying on any NT6+ API. Better yet, build it within ROSBE, the ReactOS Build Environment. The version of "Samba for ReactOS" available via RApps claims to be 1....

I'd suggest starting by using a new CD-R, not RW. It seems there may be an issue with reading that data.
