Wtf are you talking? You can't simply port a runtime or pray that a executable does not use any assembler, because the compiler generates this assembler. You are not able to run any built app inside any strange architecture just by trying to call any strange ported API calls. whoever told you that ...

I plan on doing one myself, but it probably won't be for another 6-12 months. Also, it probably wouldn't be included by default with ReactOS (I only program with php).

Try Partition Wizard Home Edition. It has a free bootdisk, and is very good for deleting partitions (and other stuff like copying). Delete all the partitions on your HDD, then make a new one (I suggest 10GB or less) and format it FAT32 and try installing ReactOS again.
