This seems an important bug? Nah, consider it a feature. But as Dosguy mentions: if bootsector is written anyway by default after a format (which seems sensible, wouldn't know why anyone wouldn't want that) then bootloader might as well get written also. ReactOS is behaving strangely anyway in this respect. If you format the disk/partition during SETUP, bootsector is written as well. You can notice it from complain of lacking FreeLDR if you didn't install it. If a format occurs during setup, might as well install the bootloader by default to harddis...

If I remember correctly the minimum size required for a harddisk is 363MB or so (VMware allows 0.nnn for its harddisk size, defaulting to gigabyte-values).
