The lack of variables and control structures are the problem in doing the above things. It will mean you will have to create programs to do the install and updates and running them is all the batch script will do, which just makes more work.

A batch file one is not good enough. It does not allow for file version checks, registering files, extra user input, downloading extra parts, updating and creating settings and much more. It simply does not have what is required.

Well, there are 2 projects for Gekko that allows ActiveX controls to run in Gekko like IE, then add that to the Mozilla ActiveX control and add that to ReactOS. Could you add the Mozilla ActiveX control to ReactOS with a wrapping dummy IE ActiveX control. That way programs reliant on the IE one will now work.

I think you should stick with one that is already around. That way you can do something a bit more, like version/date checks on files, downloading other packages, changing old settings with new ones etc... A new one would loose that power. Even if it is simple, it is still another one to learn.

Just place the Mozilla ActiveX control in and that way you could use explorer to get other required download. That way programs that need the IE activeX control can just have a link to the Mozilla one and work with no problem, and programs that call explorer to get to a set address will work as well...
