Or do I need permission first from a ReactOS dev and the Wine community?

Yes for real it will be awesome! It will free up much needed resources from other languages as well in the future. Letting less technical people take care of the translation maintenance and letting more technical people concentrate on learning the heavier stuff in regards to develop operating system...
